Dr. Justine Karpusheff

Before joining the Health Foundation as Assistant Director of Research, Justine worked at NICE in a variety of roles, including establishing the QOF and Quality Standards programmes, commissioning and managing the Social Care Guidance programme in partnership with SCIE and most recently as Associate Director for COVID-19 guidance during the pandemic.

Justine also worked for over ten years as Director of a social research consultancy, specialising in ‘hidden populations’ and co-produced research and working with local communities to develop assets-based approaches to service design and delivery, including collaborating on initiatives such as the Royal Society of Arts’ Recovery Capital project.

Justine began her career in health and social care working in research and development teams in community and mental healthcare services and before joining NICE held the role of Head of Clinical Governance, Research and Risk Management at Mersey Care NHS Trust.

Justine has a PhD from the University of Manchester, exploring the value of cultural activities for social isolation, an MSc (Econ) from the University of Wales, Aberstywth and a PGCE in Adult Education. She volunteers for Manchester City of Sanctuary.
